Thoughts about the Character - Harley is a mischievous young joker that has a gift for making people laugh or... at least make most people laugh... She has a bullseye instinct which makes her guess what others might be hiding either because they feel ashamed or because it's a really bad thing but no matter what the topic is, Harley will definitively make a joke about it, everyone will know, laugh about it and usually forget it completely by the time Harley get a new funny line or silly song to sing and even if they don't, just wait a couple more jokes and their laughs will wash away any resentment and sorrow they had.

I believe Harley would be a master at improvising and is great at mimicking other people's voices, is she ever impersonate you it will be likely not even your closest friends would be able to tell the difference but Harley is not interested in "using her powers for evil" and everything she does is only for the sake of having fun with anyone who would like to share a laugh with her.
